Answer
Let the number be 100
First increased by 30% so the number is = 130
Again decreased by 20% now the number is = 130 - 0..2*130 =130 -26 = 104
Net change = 4%
Second method
Let the number be 'x'
First increased by 30% so the number is = x +0.3x = 1.3x
Again decreased by 20% now the number is = 1.3x-0.2(1.3x )=1.3x - 0.26x = 1.04x
Net change in x = (1.04x -x)/x *100 = 4%
